    My issue has been solved. It seems that windows update had about 2-3 rogue updates that never installed. I noticed this when starting back at stage 1, and some .net framework update seems to have solved my issue. Thanks for your help.

    I have disabled cool n quite and don't have a processor minimum state / no parked cores.... But in CPUID as well as in AMD overdrive my current values / Core speed drop down to 1.4ghz (from 3.1 factory) every so often. I'm curious if this has been what is causing my stuttering issues in games...
