Vertical tearing outside of games (and in games)

Hi,

I just installed an MSI gaming 5 motherboard and I7 4790k.
I have a GTX 970.

I re-installed windows ultimate 7, fresh.

Since the install and upgrade, I've had some vertical tearing on my screen - in games, but also just on websites.

I've tried using adaptive Vsync, pre-rendering frames at 2, and Triple buffering on the NVidia control panel, but none of this seems to be working...

Does anyone have any suggestions...? I would've expected the Vsync to solve the issue...
 
Note - this happens on both my TV & My Computer monitor with 2 different cables. So I'm inclined to think it's not the monitor/ cables.

It might also be worth noting that in games like Elder Scrolls Online, It is actually visibly worse with Vsync turned on in game.
Settings in Nvidia control panel doesn't seem to change anything

It's weird to me that when I turn Vsync on it makes the horizontal tear across my screen worse. If I lower the refresh rate to like 25, it's REALLY bad.

When I turn on Vsyn in Nvidia it doesn't seem to actually limit my FPS in ESO. I'm at like 90 FPS. When I turn Vsync on in game, it's pretty bad.

I don't get it....Shouldn't Vsync be doing the opposite of what it is doing?

It's not as bad scrolling webpages, but I still get a pretty clear horizontal line across my screen every 5-10 seconds or so. It's very annoying.
 
My issue has been solved.

It seems that windows update had about 2-3 rogue updates that never installed.

I noticed this when starting back at stage 1, and some .net framework update seems to have solved my issue.
