I don't know how well that mobo and 9900 or 9900k will be understanding each other...
This is the most stripped out mobo i've seen in a while ... paired with high end CPU... nO..
Also the PSU might be fine with this CPU and GPU...but if you go with 9900...

2nd both computers will bottleneck both cards!
The second PC should be changed completely and yours should be with new CPU and better Ram (you should specify better everything about the ram, manufacturer and whole name).
Usually should be piece of cake for the GPU of 5500U... but I cannot find anywhere written black on white (or white on black... you might have night mode on).

I3 10100 is good and maybe AMD Ryzen 3 3200G are back an forth on one another (those are the CPU in your price range with Integrated GPU... so you won't have to buy external one).

So my first question is what your particular motherboard on the Vaio uses?

The difference in the TDP between 1060 and 1660S is 5W in TDP...
The problematic point really is the adaptors itself they are always a hazard.... because no one can guarantee ... that they wont melt...
But yeah 8 pin for 5W more is weird decision from Nvidia...

The resolution itself... is recognized by drivers and supported by the GPU (and much more) but apparently if they soldered older version HDMI to the MOBO (to cheap out)... it is possible it's really old HDMI version and supports max 2048x1080!
