I checked the power good signal on my power supply with a multimeter. The reading I received is 4.40. Does this confirm my assumption that the power supply has failed and needs to be replaced?

Can you give us the computer specs please. Power Supply Brand and Model , GPU etc. But from the initial sound of what your saying sounds like the power supply maybe on the brinks.
