    Your budget is too low for a gpu, maybe gt 1030? but I don't think that's worth it. Or you can try to find used gtx 1050/1050ti, but choosing a used gpu is a bit tricky.

    Forget about those QVL, it will confuse you more. The RAM in QVL list is the RAM that been tested by motherboard manufacturer. They can't test all RAM in the market.

    CPU will increase it's speed dynamically based on what are you doing. When the app just need 3.2Ghz it will stay at based clock and when heavier app need more speed the CPU will increase automatically depend on what the app need.

    Take the GTX 1660ti, although your monitor will bottleneck with the GPU but in term of performance, it will last longer than non ti.
