Did you check your fan runs correctly? That could possibly be the issue. Does it continue making that noise when you are not playing games?

The i7 9700k is pretty much a good choice.

This i5 could barely support an RTX 2080 with 4 cores and 4 threads, I would highly recommend upgrading to an i7 with more then 4 cores.

Well I do know that the i5 2400 doesn't hold up much in the modern world but if I limit the fps to 30 or 25 fps then it should make it easy for the cpu to work normally and while doing all the stuff that the game requires the cpu to do.
