It sometimes does it, and sometimes doesnt so I usually can see myself but this occurs every now and again

Hi I bought a Toshiba laptop around 3 months ago, and since I got it the webcam sometimes does this awful effect that I can't describe. I got a screenshot so maybe someone can take a look and help http://imgur.com/quE2z9G Any ideas?

Nvidia control panel won't work, apparently I don't have a graphics card supported by it. Even though it's an nvidia card -_-

I tried both of what you guys suggested. Still black screen. It loads without safe mode if I uninstall my drivers in safe mode.

Yesterday, I changed the Resolution settings in one of my games. Suddenly, the screen goes black (blue in my monitor's case) and will not respond. So I though, no issue and restarted my computer. Gets all the way up to the Windows logo, loads that then immediately black screens. Now I'm getting...
