Honestly, going from 1080 to RTX 40 is crazy! But, if you can swallow hard and burn a hole in your wallet, I would say that its worth it.

I dunno dude. Sometimes cards have build-up inside, either dust or something else. If ypu can't fimd the problem, call whoever ypu bought it from, return it, and get a new one.

Just in case the pc sees some overheat, is is lowering performance. Ok. Go to Nvidia Control Panel and sift around till you find an FPS and performance cap. If your FPS and performance on your card is capped, it won't perform well. Also, clean your card with a can of compressed air.
