    Yeah, that speed is correct pretty much through conversion. Providers show speed in megabits persecond, while speed testing sites will show kilobytes persecond. 5.9 Mbps ~ 720KBps.

    Have you tried going back to an older driver? A lot of people seem to be complaining about FPS drops after Nvidia's latest driver release. Make sure to do a clean install, use DDU.

    Why you'd want to have your chunk loading up to 32 chunks, I don't know. Seems pointless to me, I only ever play with 16 being loaded. Chunk generation/loading is done by the CPU, you'd need a more powerful processor to get up that high. Why do you feel you need to play with 32 chunks loaded?
