Yep, 80C is too high, and it's most likely throttling. You may want to try to clean your laptop if you haven't done that recently, that will most likely help. Use google to find a guide if you don't know how. I'll be here to help if needed.

Are the RAM sticks on your PC the same or different brands? Did you run a memtest to see if one of your RAM sticks is causing the issue?

Are you sure they're both working? Try them separately. Also, sometimes, certain RAM sticks are not compatible together.

The CPU usage goes a lot lower when you minimize the screen, thus helping it cool down, which is why your fan noise goes down, because it cools down and the speed goes down. It's normal, you just need to get a better cooler to kill the noise.
