Alright here is my issue and I am hoping some here have an answer. I have just got a 5950X installed into my TUF x570 wifi and PBO will not work and I mean at all. The clocks are getting stuck at 3959-3999Mhz on all cores. I have reset bios, updated bios, enabled Fmax and PBO, in all locations...
So I just assembled a new PC today and cannot for the life of me figure out what’s going on.
Half the time it get stuck at the “press del to enter bios” screen and it won’t do anything. The other half of the time when I boot it tells me no display port found and the monitor turns off.

Long story short, my Tuf x570 gaming plus WIFI boots to a black screen. The motherboard lights flash on the graphics card step, my 5700xt graphics card connected to my pci4.0 lane. The computer eventually boots, but only after clearing the bios entirely.
