cpu boost

Hello i have a i5 3317u w.7ghz which boosts upto 2.60 ghz but ever since ive reinstalled windows it doesnt go to max it stays at 1.69ghz only ive stressed it using cpu-z too ive updated the bios , checked if all drivers are updated and also put laptop on high performance nothing seems to change...
