display inactive

Hello, I have an issue right now with my HP external monitor and I got no idea left, just to assume my HDMI port is broken. The issue is my HDMI port doesn't work, the monitor says it's inactive, even though I see in the "Display setting" under Windows which is really weird. It totally worked...

My PC froze as I was opening up Netflix, and I mean everything froze even my keyboard lights. I gave it 15 minutes before shutting it down. Now all the lights except for the fans are on and when I try to restart my PC my screen doesn't do anything. I'm not sure what the issue could be ATM.

I'm going to try to provide as many details as I can, since I've seen this posted many times before, and none of the solutions I've tried worked. Essentially, I shut my PC down yesterday, and when I turned it back on, the background had reset to default, my main monitor settings had refreshed...
