gpu rtx 3060

i have a rtx 3060 from asus tuf gaming with 16g of ram and a i7-6700 3.40ghZ im wondering why my cpu utilization is always so high like i could have 80% cpu uti and 20-30% gpu uti i play on 1366x768 res and im only getting 80-100 fps on big games like rust or warzone or even outbreak on cold war...
