have to hard reset pc for post

i have a booting issue after i upgraded cpu. i updated to the newest bios before upgrading the cpu. after the upgrade my pc wont post upon trying to boot, the fans will spin and rgb comes on but the pc wont post. i have to reset the psu then power on the pc and it works. did i do something...
