Ok I've been having a lot of trouble getting my CPU tuned. I have a 13700k on a gigabyte z790 aorus elite ax ddr4 with thermal grizzly aeronaught and a corsair capellix H115i AIO. I have done a lot of research on the values I should be achieving. I keep undervolting it and no temperature drops...

Where can I get a 13700K cpu schematic that shows core locations by core number? I have a problem with cores #5 and #7, they run much hotter than the others often spiking to 96C while everything else is much cooler. Hopefully that's a result of a bad TIM application or cooler tightening...
