Motherboard Asus

Alright so here's the deal, I have a PC and the thing is, when I try to boot it with my peripherals plugged in it'll stay stuck on the Mobo Splash screen but, when I unplug the Mouse/Keyboard it continues to boot normally, any idea on what I can do? Note: it is an asus Motherboard.

Will upgrading from the GA-970A-D3 to GA-970A-D3P require a reinstall of windows? I can't currently access my PC as the CPU being used is screwed and my new CPU is unsupported right now as I don't have the bios update. Is it possible to access my PC for a brief period of time before formatting...
