streaming pc

So my brother is building a budget pc for 1080p games and also to stream on with a capture card via xbox. Would I need a 2070 super that has a good encoder for this or is an rx 6600 or rtx 2060 good?

I've posted a couple times around here but finally looking to see if any tweaks need to be made to these two builds. I was originally going to upgrade my PSU, RAM and GPU from my current build, but after testing a few games that I'd like to stream, my CPU seems to not be able to handle both...
