USB No Power

None of the USBs work from motherboard. 8 top usbs (see photo) nothing works. Mouse, keyboard, regular phone charger anything you plug in it doesn’t give any power. the other 2 usbs (see photo) from PCI card work, that’s the only way I can connect mouse and keyboard. On device manager...

I just want to have at least one USB port that I can draw power from without having to turn my PC on. anyone know how?
