    I am getting a used 1tb Seagate Barracuda for around $14 . Should I take the risk to buy it ?

    Cpu won't Overclock, stays at 3600MHz

    Cpu won't overclock. I try to change the Bios settings of Core ratio to 43 but when I restart the PC the CPU frequency stays at 3600MHZ. I have disabled Turbo mode. The Vcore voltage changes but not the clock speed. CPU QuadCore Intel Core i5-4670K, 3600 MHz MB Gigabyte GA-Z87X-UD3H
