volume slider

Hi there, very strange issue, when I use any sort of drop down many it dispears instantly, when I use a scroll bar it doesn’t work, when I use a volume slider on YouTube, it doesn’t stop sliding. I’ve tried different mice, I’ve wiped windows and done a clean install. And it’s still Persists...
