[SOLVED] Why can’t I use scroll bars or volume bars with my mouse

Hi there, very strange issue, when I use any sort of drop down many it dispears instantly, when I use a scroll bar it doesn’t work, when I use a volume slider on YouTube, it doesn’t stop sliding. I’ve tried different mice, I’ve wiped windows and done a clean install. And it’s still Persists? What on earth is this problem? A hardware pc issue?

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.
