Question ¡PLEASE HELP! Spinning dots freeze and nothing happens

I have this issue with an Aorus Z370 G3 .

• I have the last update (15.b)
• Happens with all hard drives (3 tested)
• Can't log in safe mode
• Tested reinstalling Windows, updating motherboard, reconnecting RAM, resetting Motherboard, Swapping SATA and a bunch of things more and nothing works. Please help.

Graphics card: MSI RTX 2070 Vents
Motherboard: Gigabyte Aorus Z370 Gaming 3
SSD: Western Digital Blue 3D 500GB
PSU: HUMMER 80+Bronze modular power supply 850W

its not a new build. 3 years at least.
