Parts to Upgrade: I want to upgrade either my CPU or GPU, depending on which is going to give me the most noticeable performance increase at the best price.

CPU: Intel i3-4150 3.50GHz
PSU: 450W

Additional Comments: Mainly want to be prepared to run Fallout 4, not necessarily maxed out but in a way that my enjoyment isn't affected by performance issues.

I can run most newer games on medium but i still get frame rate problems so i would like to be able to run them on at least high without having low frame rate issues.

I'd stick with the CPU you have and look for something like this:
