0 gpu usage after changing the gpu

hello I bought a evga 1070ti ftw2 and installed it yesterday after using ddu and I downloaded the driver from the official website. everything was fine until I started to play pubg and gta. the fps was as low as 1 fps and highest was 25 or something and when I checked the task manager the gpu usage was 0 and cpu was 30 and mem was 70 I tried many solution on the internet but I couldn't solve it
my pc spec is
i5 4460
gigabyte h97 dh3
8gb ddr3
evga 1070ti ftw2
an Asian brand 750w.
im using a dp to connect and im sure that i plug it in the right place i used to have a msi 960 and it was totally fine
and finally i did use the evga precision oc once to overclock the gpu

Solution
Even with a stock intel cooler you shouldn't be reaching these kind of temps. At this point you need to investigate as to why your temps have spiked up to this level. Do you have any thermal compound handy? Perhaps re-seating the cooler may help.

Try using an app such as MSI afterburner to monitor usage and temps in game for both the cpu and gpu. If all else fails try another clean install of your display drivers(DDU in safe mode, reboot and then the latest drivers-I believe its some hotfix one atm)
 


Well the afterburner does show my gpu usage correctly(max 100percent) but the fps in game is still around 15 or so and its extremely laggy.
Tried ddu in safe mode and clean installation but it did nothing. And I did reinstall the games too but had no luck with it
 
make sure your mb has the newest bios file on it to rule out a bios bug. use gpu-z see if it can read the gpu. if it cant you have a bad card or a frud card. on evga google your card model and bad vrm. they had to drop s bios update to keep the card vrm from cooking.
 


well gpu z is showing all the numbers so its not a bad card?
 


Well I think my cpu is having some troubles because it was 100 degrees at full load maybe that’s the problem? But I just didn’t understand how my pc was working before if my cpu was having thermal throttling the voltage is normal tho
 
Thats the reason I was asking for the cpu temps-at 100c its thermal throttling, stick a kettle on it and you may as well serve some tea. What cooler are you using? There is the chance you knocked it or accidentally unplugged something when installing the new gpu.
 


I’m using the stock cooler but I did check the connection and saw it turning so... Maybe that’s not the reason?
