Question 1 beep then 3 beeps that sound different and then the PC turns on normal.

Hello. Recently i bought GTX 960 from gygabite. When i installed it something strange happens everytime i turn on the PC. First there is the normal beep that always was there. Then there are 3 other beeps that i guess there gpu makes. (Btw it doesn't let me access the bios menu. And when i press f12 it makes weird noises). But then the PC turns on perfectly and works great. Any help please?

Terrible power supply. That's problem #1. That should be replaced ASAP. Those are dumpster fire type units.

GPUs don't "beep". They have no mechanism to even promote a beep. All beeps come from the motherboard. What is your motherboard model number?

it's gigabyte but when i try to look at the model it says locked by oem
