[SOLVED] 1 of 2 SSD's not showing up in bios or windows.

AsRock z390 Phantom Gaming 4-IB
Intel i9 9900K
16 G XPG DDR4 2666
GTX 1060
Samsung Evo 1TB NVME (boot drive)
WD 1TB HD
WD 1TB HD
SanDisk 240GB SSD
Patriot 240GB SSD

I can not get both SSD's to be recognized. If I disconnect one the other will work. I tried switching SATA ports and new cables, they both work, just not simultaneously.
A friend suggested the NVME drive could be causing a conflict, but I am admittedly clueless.
Full disclosure, I am a carpenter with limited PC technical knowledge and not entirely sure what to do. Any help would be welcomed and greatly appreciated. Thanks.

Thank you for your response. It lead me down the right path. Moving the NVME drive to the upper slot (M2-1) alleviated the conflict and now all drives are recognized and functioning properly.
