My 3080 gets around a 110fps in Warzone on ultra settings on 1080p. But only uses 10-20%. Shouldnt it use above 90% so my fps get higher?

Alder Lake uses a hybrid architecture, not all CPU cores are the same. Your 12600KF has 6 high performance cores or 'P Cores' and 4 energy efficient cores or 'E Cores'. Games perform best when their associated threads are run on the P cores. Usually this happens but sometimes a thread might be put on an E core instead which can lower performance. This isn't necessarily your issue, it's just a possible cause for your lower than expected performance given you have powerful hardware.

The easiest test to rule it out as a possible cause, is simply to go into the bios and disable the E cores. Then try playing your Cod Warzone and see if the...

Using 90%? At 110fps? 110 FPS is perfect, you don't need more than that unless you want to be competitive in games.
Also, you didn't provide PSU.

PSU: 750W MSI MPG A750GF 80+Gold
task-manager shows that my gpu is only using 10-20% capacity but shouldnt my fps be around 200 and 90-100% capacity used?

cpu/gpu temp and usage during the game?
ram/ssd usage?

new build? fresh os install? latest motherboard bios?
cpu: 70%/ ca. 45 degrees celsius
gpu: 10-20%/ ca. 60
ram: 50%
ssd: less than 5%
Yes, its a new build with new os and im pretty sure its the newest bios, but idk how to check lol

That doesn't sound correct, if your using the Task Manager to determine this then don't. It doesn't report accurate figures when Direct 12 is used.

Use MSI Afterburner to check your GPU usage while your playing.

Have a look at comparisons online, 110fps is really low for that setup. Last time I tried Warzone at 1440p with a 3700x and 3080 I was getting 140+. I would have expected more from a 12600kf and 1080p.
My bad 110 was before i enabled XMP now its around 120-170 with an average of 150

I'm not recommending you keep them switched off though as they are well worth having, this is just for troubleshooting purposes. The option to do this will be under advanced CPU settings or something along those lines.
