100% cpu usage while playing most games

I have a gtx 1070 and an i5 7500, lately I have been losing frames and reaching 100% usage on my cpu. My temps never really go above 50C on my CPU and the games that I have so far found that do this is Rainbow Six Siege and Overwatch. I have also checked my task manager and don't have anything thats taking up too much usage

Your cpu is a little weak for a 1070, causing a slight cpu limitation. This could cause frame drops and stutter as your cpu maxes out. I have a cpu limit in gta and i experience the same issues, so this is just the symptoms of a cpu limitation.

is it not odd that I experience quite high cpu usage while idling?

No. 24% cpu usage is almost idle for a windows 10 install with some porgrams on it. My ryzen 3 1200 performs simmilar at idle with windows 10.
