[SOLVED] 100% CPU usage

My CPU usage always shows 100% in task manager. It bounces between processes and even lists some that are not running taking up cpu time. System is Ryzen 5 2600X, MSI Arsenal B450 (latest bios), G.Skill DDR4 PC3200, WD SSD 1 TB, Geforce 960. Most programs work fine but when I do a save as or an attachment in Thunderbird or Gmail I get a not responding error. Eventually it will clear and do the process but it can take anywhere from 30 sec to several minutes. I have run memory tests, prime 95, voltage tests, and hard drive tests with no apparent failure. Could there possibly be something wrong with the CPU itself? Thanks. Doug

Yes on the hub. Shut down apps. System is up to date. Chrome says (31). I only have 3 tabs open. Task manager is still bouncing between 50% for chrome and 50% for task manager application under processes.
I know Chrome is a big resource user, but didn't know it that big of a hog. Are you certain it's up to date?

If your Windows is up to date I'd suggest opening Edge (it's a really fast Chrome based browser now). Import bookmarks from GChrome. Then uninstall Google Chrome. It's not really necessary, Edge is fast and very efficient now...and compatible too. But if you hate using MS apps...go get Firefox. It's also fast and efficient even with 11 tabs open.

and BTW, do not worry about the 'system idle process'. It commonly...
ran eset no malware or change in performance. Still getting not responding errors for 15-45 sec before goes through. Only happens doing attachments or saving files. Ran Hwinfo64 and all voltages are correct from power supply.

took a long time. wouldn't screen shot. took photo with phone then took 5 mins each to save as to my computer and post up to imgur.
235 processes running...3300 threads...and a whopping 110,000 handles. Thats over TWICE what my system is running and I have with Firefox with three tabs, EdgeChrome with 5 tabs, Excel, WinWord and Outlook running. I hope you don't think your system was idle because something BIG...or a lot of it...was running when you took that picture. Look at the Processes tab to see what's running...and Details tab for more information.

I also note you have several removeable drives. Are they USB flash drives?
 
The screenshot of task manager need to be complete. We can't even see what is taking that CPU usage and you need to filter the column from most usage to least usage by clicking on the CPU column at the top where you see 99%CPU to put them from highest to lowest usage.
 
This was a new build with a new install of windows. There aren't any usb drives attached. I think it picking up the powered hub that has a sound card and external drive attached although the drive is not powered up. This all started about 2 months ago. Before then it ran fine. The processes listed on task manager change second to second. Chrome will jump to 5%-15%-0%, task manager 17%-35%-55% since I've been writing this. It's as if something is just keeping utilization at 99% by activating random processes. I only have three active right now -Chrome, Task Manager, and Thunderbird. Chrome and Task Manager keep changing moment to moment. It does say I have 222 processes, 3015 threads, and 94618 Handles. For instance I don't have Windows Explorer open but it says 10%, WMI Host, 12%,

Simplify things... disconnect the USB cable connected to that powered hub. If you really need it all the time you can reconnect later once you've identified the source of the drain on resources.

Also...is your google chrome fully up to date? all those processes...one or more for each tab...will impose quite the resource load on your system. Try shutting down tabs or even just running just Edge for a bit to see if utilizition lightens up or at least changes.

Then theres this one process...PowerLauncher. What is that? was it something installed with a motherboard utility package? I'd uninstall any and all motherboard utility packages as they're famous for being poorly coded and horrible resource hogs.

In fact, click on the System Tray...that part of the task bar on far right, the "^" button, for all open apps and close as many as you can. Those are often resource drains.

If you need those tabs in google and those systray apps open you can re-open them later. but then, at least, you'll know the source of the resource drain.

I have ordered a new power supply since it's about 5 years old but does show that all voltages are correct. That's the easiest place to start I think. Thanks for all the help so far.

Being 5 years old, replacing the PSU might be a good idea but it's not likely to have any impact on this problem.

Have you disconnected the powered hub and it's devices? have you shutdown all unecessary startup apps? those are things that frequently cause this problem.

Also: have you let Windows Update complete all it's updates? There can be a lot for a new install to catch up so it could very easily be downloading and updating in the background. Or trying to but you keep interrupting it. Type in UPDATE in Cortana search and open Windows Update Settings. Click on "Check for Updates", if it's available, and let it finish; if it's NOT an available option it's trying to do one. It may ask to restart to finish updating...do so.
