100% CPU use?

I just bought this laptop: Acer Cloudbook 11

I'm having issues with it reacting slowly during normal use, such as delay between right clicking and the pop-up showing, or opening google chrome and it taking a very long time to load up even simple pages.

In checking the task manager, I've noticed that the CPU is almost always at 100% usage, even when I'm just sitting and looking at the desktop. My other computers have always been far more powerful than i realistically needed so i've never had to really monitor CPU usage before, and because of that I also have no real measure of what is slow because of the overall hardware limitations as opposed to just the CPU being at max.

So my question is, is it normal for a windows ten computer to be using so much of the CPU even when I am not running any active program? Are there any tricks or things i need to be watching to help keep it under control? It seems like most of the things using the most CPU are background processes that i've never really heard of.

Ram usage hovers around 55% with nothing active, and jumps to 85-100 when i start something up.

Microsoft Edge produced no notable difference in either over the course of the day, thanks though.
