100% Disk rate constantly

I have no clue what to do anymore. I tried every tutorial online and read a lot of the posts on this site about the occurring problem I am dreadfully stuck with (except a reinstall of windows 10). The start of any application spikes my disk usage to 100%, when the application crashes or i close it, minutes later it goes back to 0% or stays at 100%, sorta like a 50/50 kinda deal. Is my hard drive dead? Do I invest in a new HDD? Do I purchase a SDD? I know i’m not the only one with this problem and i’m hoping to find a “fix” that will work not temporarily, but forever.

msi z370 a pro
8gb ddr4

In my experience, that usually indicates a failing drive or one where the file system is heavily fragmented. In either case, I'd upgrade to an SSD anyways. The performance boost is way worth doing so.
