100% disk usage after clean boot

I did a clean boot on windows 10, and am still getting 100% disk usage spikes. Btw, I have superfetch, windows search, etc enabled. How do I find out what is causing the issue?
 


SSD, it doesn't seem to show anything using the disk, although I can very rarely see it

I have created a clean install, and still had the 100% disk usage spikes I had before the clean install. I have disabled superfetch, windows search, bits, print spooler, updated all drivers, fixed my soachi.sys driver (or whatever its called), high power, etc. I still get the issue, an I believe I have traced it to something called "AppXSvc AppX Deployment Service (AppXSVC)" and another called "dllhost.exe COM Surrogate" Can these cause my problem? If so, how do I fix/delete them?
 
Still have this issue. Have performed multiple clean installs. Could this possibly be due to the SSD being plugged into the wrong SATA port? Will it help to factory reset my PC?
