100% disk usage in Windows 10

Before you guys start suggesting things, I have tried probably around 10 things suggested from various websites such as disabling superfetch, typing things in the command prompt, and disabling other things. The error only happens occasionally when I try to open anything on my PC. It only last for about 1-2 mins but renders my PC useless in those moments.

Specs:
AMD FX 8320
16 GB RAM
AMD 390x
Gigabyte Mobo
1000W PSU
1TB HDD
 
Is this a new build? (If so, are all mainboard chipset drivers installed?)

Using this hard drive/install of Windows, did this system ever work earlier with this exact mainboard, cpu, and gpu? (Possibly the conventional hard drive might be failing, as sometimes happens; might be time to start pricing an SSD for a replacement)

Are your cpu temps monitored/under control?

Do you have your important files backed up just in case a full deletion of partitions/full reinstall of WIndows is required/attempted later...

As a cursory , quick test, try downloading Gsmartcontrol, and running a 'short test' on your drive...

My PC worked perfectly about a month ago with this setup, and on windows 7. But now it is doing this and it's very annoying. I just ordered a 7700k and a z270 and 16GB of ram tho so maybe that will help things
