100% Disk Usage

I have tried so many things to fix this problem and it won't go away. My disk usage usually is at 100% when I first start up my pc but drops below 20% after a few seconds. This has been going on for hours. I have restarted my PC, uninstalled all antivirus software, and still nothing. I think it could be Windows Update because it says "Downloading Updates 0%" but it hasn't moved at all.
 
Solution
You can use Resource Monitor to find out, what process is causing disk activity.
Launch Resource Monitor, switch to Disk tab and post screenshot of Disk Activity section (ordered by column Total).
Usually it is one of following:
  • Windows Defender,
    Search indexer,
    Windows Defragmenter,
    Windows Updates.


It just says Downloading Updates all the time. I have no idea what went wrong as I was using the PC just fine yesterday. Downloading that program right now to check if HDD is failing.

So it seems the problem is/was Windows Update? I ended/stopped the updates it is currently installing and the disk usage is back down below 10%. I just don't understand why it jumps to 99% anytime it is downloading/installing a windows update.
