100% Disk Usage

Hello Everyone,

I am experiencing what seems to be the ever popular issue where my Disk is at 100% at all times. This recently happened roughly a week ago and I scoured the internet and read everything I could on fixing it and tried it all to no avail. Sometimes the highest usage is the "system" at 0.2MB/s, sometimes it's Norton at 11MB/s or sometimes it's Cortana at 0.4MB/s. It seems regardless of the program and MB/s it sits at 99 or 100% usage. Bit of history, I recently installed a new mobo, RAM and CPU roughly a month/month and a half ago. My specs are:

Windows 10 Home 64-bit
Gigabyte H270-Gaming 3
Intel Core i7-7700 CPU @ 3.60GHz
NVIDIA GeForce GT 1030
Western Digital Blue 1TB HDD
2x4gb DDR4 2400

I have tried all of the following:
-Disabled Windows Search
-Disabled Superfetch
-Performed a disk check
-Changed my virtual memory to an initial of 1914MB and Maximum of 12288MB and deleted temp files.
-Turned off Google Chrome's prediction service that loads pages more quickly
-Allowed the "ALL APPLICATIONS PACKAGE" to 'write' in Skype settings
-Changed the MSISupported value to 0 for the ACHI Controller
-Ran SeaTools for Windows and had my HDD pass everything

I am now at a loss of what to do. Thanks.
