100$ Processor fan

I want to buy a processor fan and I have around 100$ budget which fan( air cooling or liquid cooling fans) I'm confused there's another thing to notice that I live in India and in a city where normal temperature in summer goes up to 48~c and I don't have a air conditioning in my house . So please suggest me a good cooling fan. My specs are . Fx8350 (4.0ghz)
