100C cpu and high usage?

at idle my cpu runs at around 80C and it makes its way up to 100 before it slows down. I looked inside and all my fans, are working, little dust, and applied new thermal paste(yes i did it correctly). What could be causing this issue?

What cooler do you have on your processor? Maybe its faulty or damaged?
