My brother has a dell inspiron 3650 with an i3 6100 cpu and 8 gb of ram that i would like to upgrade with a gpu so we can play together. From my understanding the PCIe slot powers the 1050ti with no other power cable running to it. It requires 75 watts max comimg from the motherboard and I was wondering if i would need to upgrade his PSU considering it's only a 245 watt supply. Thanks in advance.

It depends of the 1050 Ti model. The MSI GeForce GTX 1050 Ti (GTX 1050 Ti GAMING 4G) requires a 6-pin power connector but the EVGA GeForce GTX 1050 Ti (04G-P4-6251-KR) does not.
I suggest you check the specifications of the GPU your are getting.
I wouldn't install a GTX 1050 Ti with a 245W PSU, you will end up having issues.

Well, assuming you've got the full 245W available on the 12V rail(s), it is cutting it close, but it may work.

CPU 51W + GPU 75W = 126W.

That leaves 119 W remaining for RAM, motherboard, hard drives, optical drives, fans.

I ran for a couple of years a 55W card on a Dell Inspiron 3647 Small Desktop without issue. That was a 220W PSU which had 216W available on the 12V rail as I recall. Haswell Pentium CPU, which is 53W.

I am not sure if there are replacements PSUs that will fit the Inspiron case - though I'm assuming you're using the small desktop rather than the mini tower.

Still, unless the PCIe x16 slot has a marking above or below it indicating a max power number less than 75W for the slot, it should be doable.

I'd feel more comfortable seeing a clear photo of the label on the PSU so we can verify the amount of power available on the 12V rail(s) though.
