1060 3gb best budget cpu that wont bottleneck

There is no CPU that won't bottleneck in every sceneario.

Bottlenecking in computers will always be present, it isn't necessarily a bad thing.

Instead of worry about bottlenecking, or trying to choose a CPU for, you should care if your GPU meets your Visual goals, and your CPU meets your performance goals in the intended games.

Visual goals are your desired resolution and graphical settings to play at - partially destined by the monitor in play.

Performance goals are your desired frame rates, again destined by your monitor's refresh rate.

If you are having trouble...
It really depends on the game, in-game graphics settings, actual game environment, and resolution. Typically, even a GTX 1060-6GB can be paired with the G4560, so, with a lesser-powerful GTX 1060-3GB, it's highly unlikely that the CPU will hinder performance of your GPU - but, again, that depends on specific games and settings.

the G4560 can keep up with the rx 570 - gtx 1060 3gb range of gpu pretty good

of course in online games like BF1 the dual core will suffer, but pretty good overall
