1060 3gb I5 4460 450W voltage drop

Hello I got recently my new ZOTAC 1060 3gb and when I am on my pc for playing I can see my frame rate drops and sometimes stay lower I check the temperature its below 65° but when I check msi afterburner or Firestorm (Zotac software) I see my clock speed is at 136mhz, memory clock 405mhz and mV stay at 681 (normally 800mV for 100% power [1506mhz 2000mhz I think] ) I have a Corsair VS450W and I5 4460 with 8gb ram ddr3 1600mhz and before my last GC was a gtx 750ti

please help me :(

and I don't want to OC it but I use MSI afterburner for watch this

Seems weird, download DDU, go to safe mode shift+restart method -> https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10
Do clean + restart then download drivers not automatic, and install them.
Remove any oc software just in case and just monitor on gpuz.

Just to explain perf cap reason is what limits your gpu clock speed and etc.
You dont need to oc.
Also did you update bios or loaded default? (Just in case)

No I only reset by default my bios settings but he's updated old 2015 but updated
By clean you are talking about only GC drivers or everythings ??

I do it and install nvidia driver without geforce experience and it's like that
and sometimes PerfCap reason tweaks to Idle to Pwr

and it's doing pick like this like before

but I tried some overwatch in 1080p Epic my fps lower was 95 avg 110 max 128

but as we can see sometimes isnt not blue completely but my core clock stay at 1800mhz only few little drop to 1500mhz

In H1Z1 is still the same things maybe more later upgrade my pcu for my cpu and gpu can use both a lot of energy


 
Just to say, if you test furmark as I did, the clock would be 1500MHz, if you play games the GPU boost goes ON, and the core clock goes to 1800 thats what I know for sure which is totally normal, if you are in Menu in game the core clock would be 1500 without any issue at all or 100Mhz or somwhere beyond 1500MHz, if you go into match the GPU boost goes ON and the core clock goes 1800MHz which is expected.
