Question 1070 make's popping noise when plugging it in

So I recently got a card from eBay and I was trying to fix it because it is defective. I have been trying to figure out what the issue is, but I am having no such luck. I have tried using a multimeter to find where the issue lies but no success. When plugged in normally it doesn't power on and the power led doesn't turn on. Although I believe that if I only give power to pins 3 and 7 the led turns on, obviously no power because they are not all connected (when I add power to those 2 pins it makes a pop though). I'm thinking this is either a chip that is dead or it might just be a shorted graphics card. I have tried different PSUs and different PCIe slots on my mobo, I've also gone ahead and disabled my integrated graphics to make sure it isn't interfering. If anyone knows what the issue is or has dealt with this card before please feel free to respond, it would be much appreciated.

CPU - i5 10400
Motherboard - MSI Z490 Gaming Plus
Gpu - Gigabyte GTX 1070 WindForce OC Rev. 1
PSU - Seasonic Platinum 750 Watt

I forgot to mention I believe that the card has already been tried to be fixed I don't know if this is how it should be or if the person I bought it from bridged to parts together.
