1080 ti + i7-7700 and still low FPS?

I have:
CPU: Intel i7-7700
GPU: Asus Strix GeForce GTX 1080 ti with 11GB
Motherboard: Strix H270F Gaming
Power Supply: Cougar GX-S 750
SSD: Samsung 850 EVO
Installed Memory: 16 GB

...and I'm still getting fps as low as 74 in certain areas of games running at ultra.
Neither my gpu nor cpu are overclocked. My gpu has never gone above 52° Celsius although sometimes the fans get a little loud. My monitor is a regular 1080p monitor.

Possibly related, my computer was given a fake install of Windows 10 without my direct consent - to which I later had them install real Windows 10 Home over - which was supposed to be a clean re-install, but I later found PUP and PUA files in the registry and system32 via antivirus software.

Is it possible my computer is performing poorly due a faulty Windows installation? Or is it just cuz my gpu isn't overclocked? Or maybe it's because my monitor isn't high res? (please help... I only have 2 more days before I can't return it anymore.)

Well i dont think that theres any possibility for defective cpu , if it was like that it would have huge issues if it was booting at all!
Now , make sure:
1) you have set your power plan to high performance through control panel
2) in bios disable any power saving state , trash like c1e state that makes your cpu disabling cores for extra economy but they have an impact in performance....
This way you will increase your physics score without ocing.

For the gpu now , download DDU unistaller , run it... Click clean and restart , once its done download the newest drivers from geforce site , check the clean install box and then you want a custom install , just install ontly the driver and the direcx you really dont need anything else! Once...

windows install issues can have a direct impact on any performance, but it might be fine

only way to know for sure is a fresh install of windows

However, I'd also check your cpu & gpu usage during the frame drops. Use MSI afterburner on screen display.

It could well be the resolution your playing at, as a 1080ti @ 1080p is kinda overkill

Try nvidia DSR and run 1440p downscaled to 1080p. Does it improve?

Is it only certain games, or all of them?
 
I would check game settings and benchmarks. If bench is ok then you have some driver throttling or fixed fps in game. Check if you did not insert your 1080 in PCIE x8 slot (sounds stupid but maybe ?)

resolution should have nothing to do with it as its just capable of running certain amount of pixel/ sec so if you div it /1080 or /1440 should not change anything(should be even better).
Try optimized settings from G-force (s)experiance. Might be single setting that breaks your FPS(my old card cannot handle shadows, if you disable then you gain triple fps instant. Make sure you dont play with x16/x32 AA. at that res x4/x8 is ok.

Okay... I have tried nvidia DSR at 4k with 60Hz and it seems to have almost no difference at all. Here is "heaven's benchmark" at native 1080:

Btw, the game I was playing was Dishonored 2... which I see now is notorious for having bad performance on any pc... I need to try something like Battlefront ... though it is still downloading (I don't have super internet)

At native 1080p resolution:
3DMark Score: 8387 with NVIDIA GeForce GTX 1080 Ti(1x) and Intel Core i7-7700
Graphics Score: 9610
CPU Score: 4873
Graphics Test1 : 62.09 fps
Gaphics Test2: 55.53 fps
CPU Test: 16.37 fps

and with nvidia DSR at 4k resolution with 60Hz:

3DMark Score: 8404 with NVIDIA GeForce GTX 1080 Ti(1x) and Intel Core i7-7700
Graphics Score: 9635
CPU Score: 4875
Graphics Test1 : 62.22 fps
Gaphics Test2: 55.69 fps
CPU Test: 16.38 fps

In both cases, it says "better than 91% of all results"... so I guess I can rest assured my
gpu and cpu are performing what you would expect for a non-overclocked system?

Hmmm... I'm getting the hunch my system should be performing better than this... but maybe it's just cuz I didn't overclock anything.
"Better than 91%" isn't saying much when it's 91% of ALL computers that have taken the test and my computer is supposedly supposed to have pretty much the best high-end hardware available to the public domain. The leaderboard for a single gpu shows someone with a score of 14263 (Intel i9-7900X (10 cpu cores) 1080 Ti) while I'm getting 8404 with 4 cpu cores. Again, I wonder... am I just paranoid... or should I be getting higher results than this?

I'm not sure what disabling Turbo Boost will help with but I turned it off anyway.

Can you do a 3d mark firestrike test, ill be able to compare your results to mine and then ill tell you if you're on track or not, as my result for my system is dead on average for my build (no OC though)

Your physics test is a bit lower than mine despite us having the same cpu, I get 50fps while you're getting a bit lower, maybe your cpu is defective ?

Just to clarify... your hardware is as listed? Or is it exactly the same as mine? Either way, I should be expecting higher fps from my physics test. It's strange... after running the firestrike test for the third time... it canceled itself... and then on the fourth try... the screen started blinking and flickering so hard like heavy water distortion on the second graphics test... had to cancel myself... I'm definitely taking it back to the shop.

Hardware is as listed, so you have the superior gpu to me, I get about 16200 in my firestrike test, yours should be superior with that 1080ti, i reckon the chip is at fault and not the gpu but not sure as im not home to check.

This way you will increase your physics score without ocing.

Once its done reboot your pc...

Next you want to open nvidia control panel , go to manage 3D setting and :

1)change the power management mode from optimal to adaptive (dont set prefer maximum performance cause it will stress your card while in background raising your temps and noise without reason but you can use it specific on the program settings tab for each of your games)

2) disable the nvidia gamma correction its only performance waste cause you set the proper gamma through your game....

Lastly but very important too , open your CMD as administrator and use this command: bcdedit /set useplatformclock false (and if you ever want to enable it again just use true BUT you won't! XD)

So after all this stuff what to expect? A solid gain in fps without even overclocking and a very big improvement on fps stabilization , you should have a big improvement on your minimum fps while gaming. If you don't have any improvement at all then you will need to format your system and make a clean install , after that again do the same things.

Thanks so much for the detailed response. However, the problem is, I'm pretty sure mrjack2207 did those things before he ran his 3DMark Firestrike test (particularly, step 2 - tampering with the bios cpu settings).

I will try everything you listed except for step 2 (I'm quite certain the problem is bad drivers cuz I did have a couple issues trying to install cuda)... because I'm not a computer wiz and I don't want to complicate things when I take it back to the shop... unless maybe you had a guide or could list exactly how to do it.

I tried running Battlefront with DSR at 4k with all settings in ultra (vsync turned off) and res at 200%. Fps was at ~22 on average. Which is a real shame because the shop told me I would be able to run games in 4k. I wonder if it's that fact that I'm using DSR (maybe I should be using a high res monitor), but game is fine if res is at 100% - fps stays at constant 80-90.

Glad to help dude , just let me know if this worked . I always run this settings myself as i always want my fps as tight as it can get , also dont use the windows 10 game mode , linus prove in his video that makes the minimum drops even worse in some titles! So keep this disable too... Out of curiosity what are the games you are running trouble? It might not be well optimized or sometimes in ultra settings there is a specific setting that consumes too much performance without a big visual gain or even almost no at all.... Like Ambient Occlusion that cost about 10-15fps at 1080p.

Okay... after doing everything you said except step two... I can guarantee the score is higher:

19975 in Fire Strike

Graphics score: 28765
Graphics test 1: 140.16 FPS
Graphics test 2: 112.91 FPS

Physics score: 12842
Physics test: 40.77 FPS

Combined score: 8125
Combined test: 37.79 FPS

But I don't know about as high as it should be... I'm probably gonna try a clean install of windows and also ask them to get all cpu cores running.

Your score seems fine now , found a 3dmark screenshot with another guy running with an i7 7700k at 4.2ghz + a gtx1070 and he scored 40.09 at physics score but dont count on his combined though due to his 1070 is clearly lower. The link:

I didn't realize i7-7700 and i7-7700k isn't the same processor! Turns out 7700k processors get much higher scores on Fire Strike. That explains why @mrjack2207 has a higher score.

I realize now that my cpu is actually performing better than most other 7700s.

Haha, no problem dude , they are both the same cpu but yours clocks to 3.6 and then turbo boost at 4.2ghz but 7700k boosts to 4.5ghz + oc capability thats the only reason it gets a higher score but really dont worry cause even your cpu is way more than enough for gaming! The problem should be the game itself now everyhting are working great in there. Oh and a last recommendation , turn off your hyperthreading , it can hurt really bad some specific games and in general the only game that utilizes HT is crysis 3 (i got a i7 5820k and tried itself)
