GPU should be ~400-450 in normal market...
A prebuilt like this is also reasonable: http://www.dell.com/en-us/member/shop/desktop-computers-all-in-one-pcs/new-xps-tower/spd/xps-8930-desktop/dxcwvmax001h?selectionState=eyJGUHJpY2UiOjk3OS45OSwiT0MiOiJkeGN3dm1heDAwMWgiLCJRdHkiOjEsIk1vZHMiOlt7IklkIjo2LCJPcHRzIjpbeyJJZCI6IkdUMTA3MCIsIlByaWNlIjo0NDEuMH1dfV19&prg=1&VEN1=12578053-4485850-f8edf5d60c2e11e8bc9baeb9af6f605e0INT&AID=4485850&dgc=CJ&DGSeg=DHS&c=us&s=dhs&cid=198375&lid=45846&acd=12309198375458460&VEN3=813504171885948938

Only you can define what an insane amount is.

Typical mid-range build recommendation would be something like an R5-1600 or i3-8100 + GTX 1050Ti, Budget would be R3-1200 + GTX 1050 or RX560 And maybe only get 8GB of memory for now.

Increase GPU for a better gaming experience up to your budget.

He wants 100 FPS, I don't think 1200 and 1050ti can cut it.
