1080p in Windows, 4k on my Samsung TV, how do I down scale?

I'm currently trying to connect my PC to my TV. I have a 50" Samsung 4k TV and Windows is feeding the screen only 1080p in order to get the smooth 60fps that I can't get over hdmi with 4k resolution. For some reason the TV recognizes my PC as a 4k/30fps source anyway even though it's only set to 1080p in Windows.

Is it the TV upscaling and giving me a worse framerate? What can I do to get the 1080/60fps on my 4k TV? Thanks!
