1080p monitor not displaying as it should

Hi, so I got this monitor - HP LA2306x 23" widescreen which I've been using for quite awhile and I realised that for a 1080p monitor it is not performing as it should. I mean my desktop background seems fine games like cs go look grea but when I'm streaming movies and youtube videos at 1080p they seem awful compared to 720p videos on my smartphone which doesn't make sense. When I first got it I used a vga cable but then I switched to dvi and seen a slight improvement, the sharpness setting seems to be fine. Any solutions? Is it my monitor or just some of the program's like chrome

Smartphone 720p/1080p videos will typically look better because the PPI (Pixels Per Inch) is much higher, the image is supersampled much better on your smartphone and will look sharper than 1080p on a 23 inch monitor. Unless you are getting drastically bad quality images, it seems quite unclear to me if there actually is something going wrong. Can you post a screenshot?

from what i heard with my monitors 60hz refresh rate there would not be much difference if any, i factory reset my monitor and its pretty much the same
