I was using a Samsung F5500 (1080p) and I switched it for a Sony X850C (4k) as a PC monitor but I'm not really sure why I'm finding the quality not to be as I expected. It doesn't feel like an upgrade, if anything, more like a downgrade in quality.
The Samsung screen looks sharper and crisp, very clean, while the Sony is kinda blurry, and the sharpness is to the point that if I add more, it starts showing some pixel artifacts.
On Windows it's very noticeable and apparent, on games it seems to be by case (GW2 looks HUGELY different to the point it's ugly on the Sony and beautiful on the Samsung, while Tomb Raider or Metro 2033 they look pretty much the same).
I thought that if the PC signal is 1080p and the TV 4k, it would look exactly the same as PC 1080p and TV 1080p, but this doesn't seem to be the case.

Is it a brand issue, like Samsung having a better screen overall as PC monitor?
Because for movies I have absolutely no complaints for the Sony.
Or is it because it's a 1080p PC signal to a 4k TV, and I'd get this same "issue" with any brand?
Me too, like the commenter, I'm almost getting buyer's remorse because it's feeling like a downgrade.
When I do get to play a game at 4k I can notice the upgrade in quality by leaps over the Samsung, but it's not often that I do, I have a single GTX 970 and while it CAN run games at 4k, I do feel some FPS drops here and there so I play on 1080p.
Is the only "fix" for this issue to play at 4k? Is it a misconfiguration (I've been playing around with the configs thinking I might find some magical setting that makes it look exactly like the Samsung)?
Are there any other things that I can try to improve the PC image quality besides the 4k resolution?
I read the other topic but I'm not quite sure what the issue is, and I'm asking to decide if I should keep this new 4k TV or if I should just stick to my old 1080p Samsung...
