12 Volt Rail @ 14.960V/5 Volt Rail @ 3.069 Volts. Possible Short?

Hey there, everyone. I had called AMD's technical support team earlier today about an issue I have been experiencing regarding system voltages. I was told that my motherboard is going bad. This is one of my legacy systems, so I would prefer not to put any more money into it. Can anyone else think of a cause for the strange voltages? I should also add that the BIOS reports perfectly fine voltages. I also have already tried replacing the PSU with a 550W.

FX-4300
MSI 970A-G46
GTX 960
EVGA 430W PSU
8GB RAM @ 1600MHz G.Skill Ripjaws
 
Solution
use a volt meter and check the power properly... if the volts are still more than +5% replace the psu immediately... do not turn on your system until you get a replacement.
If you're using software to read the voltages then don't trust the readings unless you can verify that they match the readings in the BIOS.

HWMonitor is notorious for displaying absurd temperatures and voltages when it is unable to properly interpret the sensor signals from the motherboard's super I/O sensor chip.
 
Both HEXiT and ko888 are correct. If you don't have a multi-meter borrow one or even buy an inexpensive one.
My story re. this is simple: my Corsair AX850 has, over time, shown low voltages on the + rails using BIOS, HWInfo64, and some other forgotten monitoring software. But a check with the meter, about once per year, shows my voltages at proper voltages of 12.02, 5.05, 3.35; well within tolerances.
Check 'em before firing up the PC again.

Thank you for the responses! I also contacted AMD just to be sure about getting a motherboard replacement, and the technician had said there is a good chance my particular motherboard had died. I wish I would have know earlier on, as this system has been running with high voltages for a LONG time, coming up on two years. I'm surprised it's not dead. It's showing signs now, though.
