Question 120mm fans below GPU instead of Shroud Fans

So I have a EVGA XC 3060 TI in a Fractal Design Torrent Nano, which has just enough space for 2 120mm fans to sit right under the GPU, which made me think if the cooling and acoustics are better if I just remove the GPU shroud and its fans, and place 2 Noctua NF-F12s for max air pressure below the GPU. For the future I do want to make a custom shroud for the GPU to put Noctua fans onto it instead

Yeah I cant get Imgur to load any images I upload

Primarily want to replace the GPU fans with 120mm Noctua fans so its quieter during more demanding games, find the 2 small fans it comes with too loud

I have this Case: Lian Li 011 Dynamic Evo Premium Tempered Glass Tower Case (White). Are the 6 fans supposed to be spinning all the time ? Right now 3 are not and the computer works fine but if it gets a very high load, is shutting down and restarting ? I am hearing that the fans should be spinning all the time. Can someone confirm this ?
