Question 12V on power supply goes under 11.600 when gaming

So I've been having this issues for the past couple of months that the pc just would have blue screens and stutters and the blue screens have stopped (except last week it happened again when I changed something in the bios, but I turned the setting off and it didn't happen again) and then, 3 days ago while playing outlast 2 the pc just turned off... literally just blacked out. When I got to see inside the case I saw that the gpu light (which is always on, even when the pc is turned off) was on and everything seemed fine. I smelled to see if there was something burned up and nothing. When I pressed the button the pc didn't open and it opened only when I switched off and on the psu. So, today I downloaded hwinfo64 and I saw that the +12V was going under 11.600 and I believe that it's worrying.

Not sure if hwinfo can actually measure/show (even getting data from the card itself) voltage that accurately but that's more decrease than a ATX standard PSU should do I think.

However, that need for the user to flip the PSU switch for the system to POST and turn on is a classic symptom of a failing PSU.
